ETL stands for Electrical Testing Laboratories, founded by Thomas Edison in 1896. Today, the ETL mark is owned and issued by Intertek, a globally recognized testing and certification organization. The ETL mark indicates that a product has been tested and meets the safety standards required for the North American market. 

Both ETL and UL are recognized by OSHA as Nationally Recognized Testing Laboratories (NRTLs), meaning they have equal legal standing for product certification in the US market. Many North American importers choose ETL because it offers faster turnaround times and more competitive pricing. 

The ETL Certification Process – 6 Stages

Stage 1: Application and Quotation

The first step is to submit your product information to an authorized ETL testing laboratory. To provide an accurate quote, the lab will need the following: Applicant details,Product specifications,Product description.Quotation typically takes 1–3 business days after submitting complete information. 

Stage 2: Documentation Preparation

Once you accept the quote, you’ll need to prepare the following technical documents in English: Product manual,Electrical schematics,PCB layout,Bill of Materials (BOM).In your BOM, clearly identify any components that already have UL, CSA, or ETL certification. Include the certification file numbers. This can significantly reduce testing requirements and speed up the process. 

Stage 3: Product Testing

 This is the technical core of the certification process. You’ll need to submit 2–3 sample units in final production state to us. Standard testing: 2–4 weeks,Complex products: 4–8 weeks,Rush service available for premium .

If your product fails any test, you’ll receive a preliminary report with required corrections. The lab can provide technical support to help resolve issues. Retesting will be required after corrections. 

Stage 4: Initial Factory Inspection

Before ETL certification can be issued, Intertek must conduct an Initial Factory Inspection (IFI) to assess the factory’s quality control system. This applies even if the factory is ISO 9001 certified. 

Stage 5: Certificate Issuance

Once testing is complete and the initial factory inspection is approved, Intertek issues the Authorization to Mark (ATM) . You are not permitted to apply the ETL mark to your products until you receive this signed document. 

Stage 6: Ongoing Surveillance – Quarterly Factory Inspections

ETL certification requires ongoing maintenance through quarterly factory inspections. Inspectors will visit the factory approximately four times per year to verify continued compliance. 

ETL Certification Timeline and Cost

For straightforward products with pre-certified components, the total timeline is typically 4–6 weeks. Complex products may take 8–12 weeks.
